In between a swing through Southern California and a stop in Denver, Housing and Urban Development Secretary Shaun Donovan stopped Thursday in Portland to promote the Obama Administration's refinancing proposal.
He met in the afternoon with a group of local housing counselors. In the morning, he spoke with The Oregonian about the housing market, the foreclosure crisis and how the role of government in housing has changed.

Private banks have started cutting mortgage balances for underwater homeowners, but government-sponsored Fannie Mae and Freddie Mac have not, despite administration pressure.
