NULPI Facilitates HHS Panel on Community-Based Organizations and Workforce Development
Last week, NULPI staff facilitated an Informal Group Discussion exploring the role of community-based organizations (CBOs) in workforce development. The activity was part of the 15th Annual Welfare Research and Evaluation Conference (WREC), sponsored by the U.S. Department of Health and Human Services. The topic, suggested by NULPI, was one of 13 group discussions on various social welfare issues.
The discussion group included representatives from community colleges, research and other nonprofit organizations. In general, the consensus on the role of CBOs was positive—CBOs are valued for their expertise in soft skills training, supportive and wrap-around services, and job placement, but not financially rewarded for their work. Conversely, CBOs are undervalued in the area of research – i.e. there is very little research on the work of CBOs throughout the welfare and workforce systems.
